The Association will be installing new mailboxes and issuing new pool key cards. For your convenience, our management team will be at the party for distribution for both keys.  Please bring your photo identification to the party and you will be given a new pool key card and three mailbox keys.  The new pool access card and mailbox keys will be given to owners only with proper identification. If you rent your unit, the keys will be mailed to your offsite address by certified mail.  The Association is not permitted to release these items to a renter.

   Tuesday, October 15 through Thursday, October 17, 2019

Building #17/Morning Star (2901, 2903, 2905, 2907, 2909, 2911, 2913, 2915, 2917, 2919, 2921, 2923 & 2925 Ballesteros) and Building #18/Midnight Sun (2931, 2933, 2935, 2937, 2939, 2941, 2943, 2945, 2947, 2949, 2951, 2953, 2955 & 2957 Ballesteros) will be fumigated to control dry wood termites beginning on Tuesday, October 15 through Thursday, October 17, 2019. 


Mandatory briefing meetings will be held for both buildings in the Courtyard of Building #17/Morning Star at 7:00 PM on Tuesday, September 24 and Thursday, September 26, 2019.  A responsible adult must attend one of the scheduled mandatory briefing meetings.  The owner member or principal lessee must sign an agreement to the fumigator’s instructions and give the fumigator keys to each unit at either briefing meeting.


Written instructions and protective wrappers will be distributed in advance to the start of the fumigation process.  Residents must vacate their units during the fumigation.  The process may cause minor inconvenience to residents of other buildings.  On Saturday, October 12, 2019 four parking spaces in the visitor parking area between the two buildings will be cordoned off for affected residents to store their porch and patio potted plants.  These items will need to be removed by Sunday, October 20, 2019.  Early morning on Tuesday, October 15, 2019 the fumigation contractor will arrive and tent the buildings. The buildings will be filled with fumigant and all units will be sealed and left undisturbed until Thursday morning, October 17, 2019.  If all goes as scheduled the tenting will be removed Thursday morning, all units will be inspected and ventilated for a period, and when it is safe residents will be allowed to re-enter. 


Patrol Masters will provide round-the-clock security while fumigation is in process for both buildings. The contractor’s information packet should be posted in advance on the VDV website.  Until then, owners can study the bulletins posted for other recent fumigations in the Bulletins section of the VDV website.

Upon due notice given and received, the General Session of the Board of Directors of the Venturanza Del Verde Community Association was held by Zoom Teleconference.

The Venturanza Del Verde General Session meeting was called to order at 6:08 pm by Dr. Daniel De Roulet, President.

Ballot Quorum was not met at 51% - (12 ballots were received, 46 required).  The Reconvened Annual Election will be at a reduced quorum of 25%, or 23 ballots required, and will take place in conjunction with the April 15, 2021 Board meeting of that evening.

An Executive Session was held immediately following the General Session to discuss legal matters, discussion of formulation of third-party contracts, member requests and/or member discipline.

February 18 , 2021 General Session Meeting Minutes

A motion was made, seconded, and moved to approve February 18, 2021 General Session Meeting Minutes, with changes.

Approval of the January 31, 2021 Financial Report  

A motion was made, seconded, and moved to approve January 31, 2021 Financial Reports as submitted, subject to audit.


Action to be taken:  Management to address Board concern with delays in the monthly budgeted $19,120. reserve funds checks being approved and processed in a timely manner through the AvidXchange system – seems to be delays.  Please ensure that the Board can sign off on reserve transfer checks monthly in a timely manner.

DELINQUENCIES Recordation of Liens: Approval of liens are based on the

Association's published Delinquency Policy.  No new liens were approved this month.




2021 Projects

HVAC – Rust Condensation Line Cleaning:  Draft Letter

Kimber Nold to provide revised draft to Daniel DeRoulet-President for final review and revision.


Stucco Repair, Awarded to Brooker & Associates

A motion was made, seconded, and moved to approve Brooker & Associates proposal #P15602 in the amount of $36,450 to repair stucco cracks in 7 buildings as outlined on the proposal. 


*Send to attorney for Association Contract based off proposal noted above. 


Note:  Power-washing to be done prior to painting of the buildings.  

Weep Screeds, Inspection  

Board noted weep screeds look degraded in areas.  Board inquires – are repairs actually needed?   Management to solicit inspection report if Board decides one is needed.        


Stucco, Wood, and Doors Painting Proposals

The Board of Directors thoroughly discussed the intricacies of the five proposals presented. Mr. Price presented his opinion on all the proposals, with a strategy and methods derived from his analysis.  Preference being Brooker & Associates based on analysis.  Dr. DeRoulet presented his strategic analysis and agrees that Brooker would be the correct company to use for this project, but believes that there may be some room for monetary negotiation.  Dr. Oberi also suggested that there is such a variance that negotiation with chosen vendors is a must.  The Board noted that Tustin Del Verde used EmpireWorks for their community paint project.


EmpireWorks and Brooker & Associates, Negotiation

A motion was made, seconded, and moved to approach Brooker & Associates and EmpireWorks to revise their current proposals to the Board of Directors ideal price of $175,000 through to a Board recognized acceptable amount of $187,000. 


Note:  VDV is going to use TDV’s color scheme for more cohesiveness amongst the Associations within the same community.  


Board wants to approve bid for the painting project at the April 15, 2021 meeting.  Management to get revised bids from EmpireWorks and Brooker & Associates as soon as possible.


Front Door Hardware

Tabled to the end of the stucco and painting projects.

Reserve Study Analysis, Association Reserves

A motion was made, seconded, and carried to approve Association Reserves proposal dated March 15, 2021 in the amount of  $2,000. for a Full Onsite Visit with added Loyalty Plan in the amount of $850 as outlined on their proposal.


Balcony Lighting

The Board wants to see a sample for a visual and asked that management place the order – this project has taken a long time to complete.  HOA to buy the fixtures and to get reimbursed by assessing the unit owners.  Management noted that Verde green is a special order.

Balcony Inspections

Solicit estimate for an inspection report from Yaghi Engineering to get ahead and start on the Code Enforcement requirement (since the painting project will be taking place). 


Tustin Del Verde Meeting Invitation

Wednesday, April 7, 2021 by Zoom at 6:00 pm

Management will inquire on the timeline of asphalt repairs and slurry.


Fire Gate Inquiry

The Board asked about the fire gate issue is being resolved.  Yes, they are the Association’s gates.

IRWD Water Report

The Board of Directors reviewed the Irvine Ranch Water District report.


Patrol Masters Security Report

The Board of Directors reviewed the Patrol Masters parking reports.


Management recommends that The Board of Directors follow best business practices regarding contracts, seek legal counsel to review all contracts, and provide input and/or Association legally generated the corresponding contract in order to safeguard the Association. In addition, legal counsel is suggested to limit liability. 


 The Business Judgment Rule is set forth in the California Corporations Code and requires a director to perform his or her duties (1) in "good faith," (2) in a manner he or she believes is in the corporation's best interest, and (3) with such care, including "reasonable inquiry" as an ordinarily prudent person in a like position would use under similar circumstances.


The Venturanza Del Verde Community Association is a Non-Profit, Mutual Benefit Corporation established in 1991.

The next regularly scheduled General Session meeting of the Venturanza Del Verde Board of Directors is April 15, 2021, 3rd Thursday monthly – pending pandemic restrictions.  Zoom meetings continuing to take place monthly.



There being no further business to come before the Board of Directors in the General Session of the Venturanza Del Verde Community Association, the meeting was adjourned at 7:58 pm to go into Executive Session.
